Pamela Singla is Professor at Department of Social Work, University of Delhi. She teaches Social Policy and Gender Studies. A Graduate in Economics Honours from Shri Ram College of Commerce, she obtained her M.A., M. Phil. and PhD in Social Work from the Department of Social Work, DU and researched on women centric themes. In requirement of her subject she brings voices of the people to the classroom by undertaking empirical research with diverse groups. Her work has explored various issues of thought in feminist thinking such as safe university campuses; impact of natural disasters on lives of women; rehabilitation and prevention of human trafficking; manual scavenging; welfare schemes; forced marriages and livelihood, to focus on empowerment of women and their rights. She advocates for the urgent need for inclusion of Gender Analysis Frameworks (GAF) in government programmes and schemes for appropriate gender resource budgeting (GAF).
As member of some of the important committees of the government she is involved in policy making with the government for well-being of the women. She contributes as member of the Expert Panel constituted by Lieutenant Governor (2017) to check ‘Crime against Women in Delhi’. She is the member of the Programme Advisory Committee (PAC) under Mobility component of KIRAN Programme, DST, GoI for framing policy guidelines for outstation transfer of women scientists; and is associated with international adoption through CARA, GoI. She was associated with the Parivartan programme, Delhi Police to combat violence against women. She has functioned as team leader in various decision making capacities to include her contribution as Director Field work and Placements (A Rising Graph, Metroplus, The Hindu, Thursday, July, 2011, p.3); Director (Honorary) of the Center for Community Development and Action (CCDA) of the Department of Social Work (DU); and Warden, International Hostel for Women, DU. As warden of the international hostel she has interacted with the women students from all over the world, including Nepal, Bhutan and Sri Lanka. Her long stay of four years in Iran further facilitated her understanding of the international community.
In line with her area of work on gender and policy making some of the impact evaluations done by her include rapid evaluation of the Ujjawala Scheme of the MoWCD, GoI for reconsideration of the scheme for the 12th FYP; census survey for the Delhi State Government on identification of manual scavengers in Delhi; impact assessment of the community outreach programme at Alwar, Rajasthan, and Chitrakoot Uttaranchal for Dr. Shroff's Charitable Eye Hospital, Delhi; Evaluation of Women's Self Help Groups at Deogarh, Jharkhand for Delhi based voluntary organization ICPRD; senior researcher for IFES sponsored project study on 'Reducing Gender Based Violence among Young Men' in Rajasthan (Delhi and Karnataka); researcher for the study on 'Governance Practices in Communities' a joint project of Institute of Social Sciences, Delhi and Plan International, in Rajasthan. She was also the Facilitator cum Evaluator (FCE) for the evaluation of the projects funded by CAPART. In pursuance of her interest and to further build her expertise in Impact and Random evaluations Dr. Singla has attended the J-PAL/CLEAR South Asia at IFMR Executive Education 2017 course, 3-7 July, 2017, New Delhi
A gender trainer she has conducted several gender sensitization programmes (for the Delhi metro staff, CRPF, Delhi Police, University faculty, schools etc.). One of her major action projects has been on Imparting of soft skills training to the Kashmir Police, training a total of 11,000 executive personnel. She was recently invited to participate in the three day workshop on ‘Women: Understanding my Responsibility in Combating Gender-Based Violence and Inequality’ organized by US Consulate and ShaktiVahini, Delhi, at US Consulate, Kolkata, February, 2017. She has written extensively and travelled widely and has presented her work at international and national conferences.
